Quebec Program

The Quebec and Federal governments share jurisdiction with respect to immigration to Quebec. The Canada-Quebec Accord gives Quebec the right to approve immigration applicants using its own selection criteria, while the Federal government retains jurisdiction over medical and security requirements.

Business Immigrants to Quebec

To be selected by Quebec as a business immigrant, an applicant must undertake to make an investment that will generate significant economic benefits for Quebec. All applicants must show that they are capable of becoming economically established in Canada and have the intention of settling in the Province of Quebec following their acceptance. Upon provincial approval, candidates will receive a Certificat de sélection du Québec (CSQ – Québec selection certificate), the official document issued by the Gouvernement du Québec, and thereafter a Canadian Immigration (Permanent Resident) Visa, once health and security aspects of the application have been completed. There are specific eligibility requirements for each of the three programs for business immigrants: Entrepreneur Program, Investor Program and Self-employed Worker Program.

Quebec Investor Program:

To qualify as an investor, an individual must have a net worth of at least CAD $ 1.6 million, have managerial experience and be willing to make a government-secured investment of CAD $ 800,000 for a period of 5 years.

Quebec Entrepreneur Program:

To qualify as an Entrepreneur, an individual must have a net worth of at least CAD $ 300,000, have managerial experience in a business that they either owned or controlled, and be willing and able to establish or acquire a business in Quebec which will create at least one incremental job in Quebec.

Quebec Self-Employed Person Program:

To qualify as a Self-Employed person, an individual must have a net worth of at least CAD$100,000, and must have work experience in the profession or trade that they intend to practice in Quebec.

The Quebec Investor, Entrepreneur and Self-employed Programs are currently on hold, expected to open next April 1, 2013.

Quebec Skilled Workers/Professionals:

The Quebec Government selects applicants based upon factors relating to age, education, work experience, French language ability and ties to Quebec. The selection system is, in theory, designed to indicate the likelihood of succeeding in settling in the Province of Quebec. The Quebec Selection Criteria is quite different from the Federal criteria, as Quebec places more emphasis on education, employment, French language and as well as the qualifications of a spouse in order to qualify for a Quebec Certificate of Selection.

As of March 20 2012, there are limitations on who may submit an application under the Quebec Skilled Worker category.
